ISSUE WITH INTERNET EXPLORER 11 for Windows 8.1

Hi

I have Windows 8.1 Enterprise Evaluation with IE 11

IE 11 takes lot of time downloading a file and doesn't download the file at all.

For example I was trying to download Visual Studio 2013 update 2 CTP but IE 11 doesn't at all download the file even though I have a 1 MBPS Ethernet Broadband Connection.

Any workarounds
