Set up for .html files on local computer

Hi, I have installed Win 8.1 Pro x64 which as we all know comes with IE 11. I have many video tutorials which run in IE and have table of content on the left side of video itself which I want to use for navigation very frequently. Before moving to Win 8.1 there was Win 7 Pro with SP1 x64 with IE 11 on my computer and click on any topic in TOC worked fine. Now this is not the case. I have found that if there is a line<meta http-equiv="X-UA-Compatible" content="IE=10"> in .html file that file which plays video and TOC would work. I tried this and it worked.

My question is how to enable globally that each .html file in every video training course behave like this without having to go to each .html and add line<meta http-equiv="X-UA-Compatible" content="IE=10">. All video training files are located in D:\TrainSignal Video Trainings and separate subfolders with one folder for each video training (Windows Server 2012 R2, vSphere 5, Exchange Server 2010, . . .)
