Win 8.1, IE11, no access to localhost

I am wondering if there is a way to add exceptions that will allow a web page to make requests to localhost/127.0.0.1/::1 without completely disabling Protected Mode Browsing in IE11 (desktop) on Windows 8.1?  For example, is there a way to add an exception for specific port number(s).
