IE 11 Menu customizations

Hi There,

I'm trying to find out how I can modify most of the toolbar menu items in IE11 (on Windows 8.1). There is some customization allowed through GPOs, but very limited. I'd like to customize several of the menu items. Is there a non-GPO way of customizing this? Are there items which can be customized on the main toolbar and sub-menus?
