IE11 not playing mp4 stream

I am using ffmpeg to convert a video only RTSP stream to mp4 and streaming it via a web server. I am using the ffmpeg movflags "frag_keyframe+empty_moov" to create the mp4 stream. I can play the stream quite well in Chrome using a HTML5 video client but not in IE11. Does IE11 support playing a mp4 stream in this format? Am I missing any settings?

Is there an experimental version of IE that I can test against?
