xslt doesn't seem to work in ei 11 for windows phone 8.1

I has been wondering what was happening for a while.  I tried the xsl example from Hello, World! (XSLT) with the phone debugger in visual studio and no, it does not load even this most simple of xsl pages.  The example works fine on desktop ie but the phone doesn't apply the style sheet.  

When will this be fixed?

BTW xsl worked fine on phone 8
