Intranet Web Application (as Store App vs. Metro IE11 vs. Desktop IE11)

Hello there,

we are developing medical software for laboratories and distribute them as server side pages via IE10 and IE11 to clients.
For one laboratory we want to offer a certain application to Dell 11" Tablets with Windows 8.1 / IE11.

In a nutshell this is a web application that should run full screen (without any status, adress or menu bars whatsoever) on the tablet.

We have 3 options located so far, with different downsides to them:

1. Desktop IE 11 in Kiosk mode:
Has no mobile look and feel (i.e. scrollbars) or is missing required functionality (virtual keyboard on entering html input/text fields.

2. Metro / Store App IE 11:
Can´t get rid of the different bars, meaning no real full screen possible.

3. Store App
This would be an app basicly consisting out of a single WebView element, that offers full screen and mobile look and feel, generally all features we need.
However, Microsoft documents that the Webview element is not designed for such an operation and a full web application should be run in IE.
Furthermore the customer would need to distribute the application via Sideloading (Intranet environment) and we would be glad if that step would not be needed.

Can anyone help us out with the best solution here; probably also something we have overlooked?
