Calrification on PDF file download in IE

I just noticed that the download progress display is changing like below

Loading 1.11 KB/33.96 MB

.....

Don't you think that it should have been progressing like 1.08; 1.09; 1.10; 1.11; and so on? The current way is misleading and mathematically incorrect. I think this is a defect in IE.
