Cannot view correctly a legacy webapp witten for ie5 in ie11 (windows 8.1)

hi all I already read other post on this argument but still I can't get my webapp work correctly on ie11.

The app is an intranet type one,  developed in java/html/javascript deployed on Bea Weblogic 12 and the webserver is Apache.

We cannot work on Apache as only the customer can manage it and the customer itself asked me to set the compatibility with ie5 from code. They do not want to set the compatibility manually on the browser.

I tried the well known tag <meta http-equiv="X-UA-Compatible" content="IE=5"/> in the head of the father html files (we use tiles with struts) but nothing happened. 

Is there any other option maybe in the web.xml or anywhere else? I am beginning to believe that there are no possibilities by code but it seems very strange to me. What am I missing? Any help would be very much appreciated.
