Cursor on focused text box is still visible when the text box underneath a fixed/sticky header

The problem I found is on many major websites includes twitter.com, youtube.com, facebook.com, getbootstrap.com, foundation.zurb.com, linkedin.com, and etc.

The issue occurs on IE10, if the website has a sticky (fixed) header, and you have a editable control (text box, teax area) on the content body.  Now focus on the editable control, then scroll down the content body so that the editable control is underneath the sticky header.  Now you will see the cursor blinking over the sticky header even though the editable control is covered by the header.

I am looking for solution to eliminate the blinking cursor while it is underneath the sticky header.  Please help.

I was trying to attach some screenshots with the post, but it says "Body text cannot contain images or links until we are able to verify your account."
