pull-refresh in WP8.1 with IE11

Hi, 

I want to let the website pull-refresh function work, although it is working fine in IOS and Android, but NOT WP8.1 IE11. When I pull the site up, all the site will be controlled, and the pull-gesture will not work. Any idea?
