JavaScript enabled, still error about needing to enable

Hi,

OS - Windows 8.1

IE - 11

Situation - Preventing the kids surfing other while doing their School work (mathletics)..  Set-up "Parental Controls" - Allow only www.mathletics....) for "Kids" login

Log into "Kids" account, open IE (homepage is mathletics) and the is related to Javascript is Disabled.

Went through the Internet-Option, Security..... Enabled Javascript etc.. (double checked after several time restarting both IE and PC).  An still I get the Javascript disabled even though it's enabled.

Question - Is this related to Parental Controls function, or is there something I missed?   

Note: the other accounts on the PC are not managed by Parental Controls and work fine with mathletics - Javascript.
