Testing VBScript HTML file in IE10 - Active X and Scripting blocked

Hi,

When I open my local HTML file to test whether my VBScript works properly in IE10, a pop-up appears that says:

"Internet Explorer restricted this webpage from running scripts or ActiveX controls"

It gives a button that says "Allow Blocked Content"

But upon clicking the button, the webpage stays blank as if it's reading my VBScript comment not to display what my script is executing--meaning, it's ignoring the script still.

How do I turn off these script & ActiveX controls exactly under my Internet Options so that it runs all VBScript even with errors?
