Special character rendering problem: ê, rendering as &ecedil;

I am developing an applicaiton in portugese and this is what is happening:

&ecirc, rendering as &ecedil;

I have tried all the browser, the same issue persists everywhere.

Even i have tried the hexadecimal and numeric values of these. Is there any work around available?
