Coding web app to always use the most recent version of the page (IE settings override)

Not sure if I filed this question in the appropriate forum/category.

I have a .net web app running .net framework 4.5.1 with recently implemented master page controlling menu visibility.

Post implementation, one user on IE8 was experiencing user menus disappearing when they log out and back into the app. To correct, I had her modify her IE browser settings in history to "every time I visit the page" instead of the default "automatically". Additionally I had to have her delete her history for our site. Once done, she is now fine on an ongoing basis.

We've specified on login page that we support IE10 and newer, however we have 30k active users and business' argument is that they cant possibly tell everyone to change their settings as such. Ive offered web page explaining how to set up this browser to work with our app. But they've insisted we "make it work" for all users. We dont have this issue with other supported browsers.

So here is the question. Is there a way in runtime or through master page to control browser settings specifically the history settings?  Or is there a way to ensure each time they log in they are getting the newest page and not a cached version?
