Does IE11 support Application Cache to create offline web applications

Background:

I have built a web application using HTML5 and JavaScript. I have used the Application Cache and manifest file to store the javascript and css files required by my web application to be cached within the browser. So even if there is no connectivity my page should be accessible to the user.

My application is intended to work on Windows 8 tablets with IE11 browsers.

My web application gets cached perfectly in Chrome and Firefox browsers. And the page gets loaded correctly even if there is internet connectivity.

Issue:

When I access the page in IE11, I get an 'Application Cache Fatal error'.

 I don't think its an issue with my code, i have followed every steps  mentioned in  the (msdn.microsoft.com/library/hh673545(v=vs.85).aspx ) At this stage am very worried and confused as my whole offline solution is meant to work in IE11.

Does IE11 support caching the page using Application Cache so that the page can be loaded even if there is no internet connectivity ?.

It would be a great help if you could provide your expert advice. I am now in a tunnel with no lights...totally stuck
