Will IE11 'Enhanced Protected Mode' block 'offline' caching of webpages via 'Application cache' and manifest file

Please advice:

If the IE11 'Enhanced Protected Mode' (Internet Options> Security> Local intranet  and Internet Options> Security> Trusted sites)  is selected then the 'offline' caching of web pages viaApplication Cache and manifest won't work.

Is it the correct ?

I have already asked related questions in the forum earlier, and some of the helpful members of the forum have attempted to answer my questions. But am still confused and I have rephrased my question to clear my doubt.
