Vertical Scroll bars

I have a dell studio laptop. For the last few days the vertical scroll goes mad and will not stop where you want it. Mainly when looking at your favourite list. When you scroll it goes back to the beginning of the screen. I cannot view or bookmark anything new under my folders down the screen. Thanks
