Internet Explorer 11: Download with special characters in URL stops after downloading a few KB

Hello Everyone,

I have problems downloading PDFs with URLs containing special characters like "ä", "ö", etc. 

First, the download starts correctly but after downloading a few Kb it stops and the browser freezes.

This problems occurs only in IE11, all other browser downloaded these files properly. As a webdeveloper I would like to provide downloads, containing special chars in the URL (client would like to have this feature) which do work in every browser. 


This behaviour is quite strange because analyzing the network data shows that the first request is succesful (response 200) but the second one receives a 404-response. So the requested URL cannot be found anymore because of wrong encoding(??). Our webservers are all set to UTF-8 encoding. Also interesting: Pasting the download link directly into the IE11 does not cause the same problem because special characters are getting substituted by the corresponding Html-String automatically. 


So my questions are the following:

Is there a bug within the IE11 encoding special characters? Is there any chance to avoid this behaviour without removing special chars from all URLs, for example by using particular webserver settings?

Due to my account is not verified yet I am not able to provide screenshots and links to describe my problem more detailed. I will catch up on this asap (links with examples + recorded networt data).
