I have recently downloaded VS Express for Web. I immediately I started creating a web page with it for my personal use and named it MyOwnPersonalPage.html. I did not upload the page on the w.w.w. it is running strait form my computer. I setup IE to use it as my  default page (as a personal note, I think VSE4W is magnificent and I can't wait to start using C# on it). Now, the challenge is that, today, when I restarted IE, instead of seeing MyOwnPersonal page, I found a message saying that the page cannot be displayed. I went to VSE4W to check if the was a problem with my code, I could not see any problems so I F5ed to see if it would run as intended and the page started working perfectly. I noticed that IE first said,"waiting for local host". What is this? Do I have to start a server before running my webpage?
