Unable to Install Japanese (ja-JP) language pack in Windows Server 2012 R2

Hi,

I need Japanese (ja-JP) language to be installed in the server  Windows Server 2012 R2. Currently it only has Japanese(ja).

I tried to install the language pack available under "Update for Windows Server 2012 R2 (KB2938341)". But it gave an error "Not applicable to your computer." 

While selecting the language in Internet Explorer 11 on Windows Server 2012 R2, the user is shown a list of languages. With IE 11, it opens up Control Panel\All Control Panel Items\Language page. Here when we do Add a Language, for Japanese, we are only presented with one option which says Japanese ( JA ) .

So please let me know how to get and install  Japanese (ja-JP) language  in Windows Server 2012 R2.
