How do I set windows 8 desktop background to a web page or HTML file

I had a difficult time searching this answer, and finding the correct place for this thread, so I hope this is the right place.

I would like to set the desktop background of some terminals to a web page. More specifically, I would like to write the html and set the background to a .html file create some iframes. This was easy though the display option in conrol panel in previous versions of windows. But now it only lets you select a picture file.
