MP4 videos are not being embedded in IE11

Hi,

I am using Internet Explorer 11 with Oracle Fusion. We have a placeholder for personalization and it can only use iframe.

I am using following tag. This works absolutely fine in Firefox, Chrome, Safari and Edge. It fails only in IE11. Ideally video should come as embedded and people should be able to click on play. 

But in IE11 this does not appear rather it directly asks to download. 

When I use same tag with youtube video it works fine in IE11 too. Please guide me how to resolve this issue. I have spent hours on searching this issue on google but did not get any relevant hit. All are talking of video codec and so on.. I tried most of the different videos wmv, mp4 and so on but none works.
