differences between client and server machines

My hope in asking these questions is to understand some differences that impact the presentation of my application in small ways.

1) When I open a new window (fullscreen=yes,toolbar=no,titlebar=no,location=no,directories=no,status=yes, menubar=no,scrollbars=yes,copyhistory=no, resizable=yes,left=0,top=0,screenX=0,screenY=0) using javascript window open, it opens on my server without a top address/title line.  There are no browser bars top or bottom.   But when I execute the same open on a client, the window has a useless top line that contains the IE icon, apartial address of the window URL, and the URLs HTML title tag content followed by 'Internet Explorer'.  Can anyone explain this and how to eliminate the client new window top line.   This line is not the address bar that can be suppressed via Internet Options - Custom.

2) I have 2 laptops (HP/client and TOSHIBA/server) side by side running Windows 10.  I havewww.google.com in IE 11 (same versions) up on both machines.   Both machines have a SR of 16:9, the Windows text size is 9 (default), and the control panel display slider is at 100%.  I'm only showing the address and menu bars at the top and the status bar at the bottom of IE on both machines.   In the IE viewing area, where URLs are shown and www.google.com is being shown, all text and images are exactly the same size on both machines.  But the text, icons, and bar height of the IE address bar, the menu bar, IE URL viewing area text and images, and the status bar are different in size on the 2 machines?    Can anyone explain this and how this can be adjusted?   Is this just that there are 2 different machines with different hardware components.

Let me summarize what I'm seeing in IE again from the screen bottom up.

task bar - text, icons, and line height different on the 2 machines
status bar - text and line height different on the 2 machines
URL viewing area - text, icons, and line height different on the 2 machines
menu bar - text and line height different on the 2 machines
address bar - text, icons, and line height different on the 2 machines

3) The same HTML has different results when executed on the 2 machines.   I think this is the result of the display on the HP making everthing slightly bigger on the HP.   I want to understand this and hopefully control it.  A couple of examples of what I mean here are 1) the placement of a div of data headers executing the same code on the client and server is about 1/4 inch to the left on the client compared to the server causing the headers not to line up with the data on the client, and 2) the display of spark lines on a mouseover  lines up with a legend box directly below the spark lines on the server, but on the client the spark lines are to the left of the left boundary of the legend box.
