InternetGetCookieEx does not work for non-trusted sites since Windows 10 Fall Creators Update (1709), is there any official statement from Microsoft?

We have tested that since Windows 10 Fall Creators Update, The API InternetGetCookieEx() does not work unless the host is added to Internet Explorer's trusted sites.

All 8 combinations of flags had been tried ( INTERNET_COOKIE_HTTPONLY, INTERNET_COOKIE_THIRD_PARTY, INTERNET_FLAG_RESTRICTED_ZONE ). 

Is there anything</g> (e.g., security) changed since Fall Creators Update (version 1709) ?

Any official statement from Microsoft on this ?</g>
