Can't Open ExCel Report After Uninstalling IE10 and Installing IE9

I have a .net application that allows end users to open an ExCel version of a Crystal Report by exporting the report to a server folder and then opening the newly created report using the vb.net Response.Redirect(URL, False) statement. Nine out of 10 users (including me) have no difficulties using the logic. End user number 10 cannot get the Excel report to open. Analysis reveals that she is successfully exporting the spreadsheet to the server folder, and a trace shows that she is getting to the Response.Redirect statement without error. The difference seems to be that she recently downloaded IE10, but because IE10 has not yet been approved on our network for IA reasons, our help desk uninstalled IE10 and reinstalled IE9. This seems to be when the problem (along with others) popped up. I have researched the problem and have attempted to check every suggestion I could find, but it still won't open. When I make a copy of the spreadsheet and put it on disk, she can open it directly from disk (double-clicking) with no difficulty. Is there an obvious IE9 setting that may have been set incorrectly when IE9 was re-installed?
