Unable to read cookies in new window in IE11 on Windows 10 1803 (OS Build 17134.1246) IE v11.1246.17134.0

Hi,

We recently upgraded are systems to windows 10.

Problem: Application is not able to read cookies on 
OS - Windows 10 1803 (OS Build 17134.1246)
IE Version 11.1246.17134.0

Our application creates few cookies by specifying domain, path and expiration date. After creation, a new window is opened where we are trying to read the cookies using document.cookie. This is coming blank. 

Same application is working fine on below versions of windows 10 machines

OS - Windows 10 1803 (OS Build 17134.950)
IE Version 11.950.17134.0 

OS - Windows 10 1803 (OS Build 17134.112)
IE Version 11.112.17134.0 

We are unable to find the cause of this issue on  IE Version 11.1246.17134.0. Kindly help.
