IE-11 and Windows live mail together either/or have a slow startup. Resetting IE options resolves the problems to both (temporarily).
Re-enabling Google toolbar (the only change) does not affect startup speed. At some later time after a reboot the pair become slow again. Disabling google toolbar does not solve problem, only the reset seems to temporarily fix this. During the slow invocation the task manager shows minimal CPU , DISK and NETWORK traffic.
