How can I transfer binary data between a webpage rendered in my desktop app and the app itself?

I recently think of developing a desktop application which uses HTML for displaying the UI (and in edge document mode), but binary data should be retrieved from local files or database connections, and passed into the webpage for displaying. Has anyone any idea about that?
