Active Scripting option for IE10

When my application server and IE 10 browser which I am using as a client are located on the same machine, I can see that SelectClick , List and Calender view options are working fine even if "Active Scripting" option is disabled (default setting).that means its able to load the JAVASCRIPT even if the option is disabled.

But when my application server and browser are located on different machines and when I am trying to access my application remotely, I see that some of the event are not getting triggered.

When I enabled "Active Scripting" for IE10, its started working.

So I would like to understand why the behaviour is different?

What is the purpose of enabling "Active Scripting" for browser and why its required only for remote clients?
