IE 8 on Win XP doesn't ask to install activex

I am using Windows XP SP2 build 2600 with IE 8.0.6001.18720.

When the page is loaded it takes sometime to pull the cab file but when it should show a install prompt it displays below message in information bar.

"An add-on for this website failed to run. Check the security settings in Internet Explorer for potential conflicts."

I checked below points but no luck,

1. Added camera to Trusted site

2. Lowered the security setting for Trusted site to custom (Enabled options which allow installation/run the signed and unsigned activex)

3. Disable the Windows Firewall

The cab file is signed and it contains .inf file which launches the msi

AdvancedINF=2.0

[Setup Hooks]
hook1=hook1

[hook1]
run=msiexec.exe  /i "%EXTRACT_DIR%\myactivex.msi" /norestart

The currently logged in user is the Administrator and belongs to Administrators group on the machine.

If the same page I access from other machine having Win 7/8.1 IE 9/11 it properly installs the activex. Also it is installing when I try with Win XP SP3 IE 8.0.6001.18720.

I have checked almost everything I know but no luck.

I appreciate your guidance in resolving this.
