I experienced this same problem in IE9 so downloaded/installed IE10, but I still have the same problem.
I have a Web page on my desktop (win7 PC) with several images on it. Two of the images are my own (created in Photoshop) - a png and a jpg. I don't think I have renamed their extensions but I work with photos all day, so maybe I have - but that shouldn't make any difference, should it? I cannot see the images in IE though I can see their 'placeholders'. This is what I have in my HTML:

<imgclass="left"src="images/tiger_main.jpg"width="138"height="151"alt="Tiger"/>
Those two words in the 'alt' tags, namely, 'Name', and 'Tiger', I can see on my Web page in their placeholders - but not the images themselves. However, I CAN see the images in Safari (on my Windows 7) and Firefox. To make matters more confusing, when I upload my Web page to my server, I CAN see the images in IE10.
Back to my desktop. When I have the Web page open and right-click on where the images should be, then Properties, I am NOT able to see the path - that applies to both images. Likewise, if I right-click on both images and select 'Show Picture', nothing appears.
I did restore Custom Settings under the Security tab in Internet Options but that made no difference, so I have reset them to 'Medium'. If I then go to the Advanced tab of Internet Options, I can see that under 'Multimedia', Show Pictures is selected.
