Can't add to existing bug report 819518 fixed-background-image-scrolling-issue

Hi,

I'm trying to add to this bug report - https://connect.microsoft.com/IE/feedback/details/819518/fixed-background-image-scrolling-issue but I can't do it. I have a very old hotmail account I used when I was a teenager, I tried logging in with this account (zerodegreeburn@hotmail.com) and then registering to Microsoft Connect via this account. When I get back to the bug report URL I am signed in at the top of the Connect site, but to add a comment to this bug report I am told I need to sign in. When I click"Sign In to post a comment" the page redirects for a second and then I get taken back to the same page, where nothing has changed. So I tried again. I created a brand new microsoft account under my current email address (hello@patrickwc.net) and then registered for Microsoft Connect, clicked Sign In and AGAIN the same thing happens.

I am interested in trying to help provide feedback to this bug, as it is currently happening when I use background-attachment: fixed. On every other browser on my system (Chrome, Firefox, Opera and Vivaldi) this effect works very well. But with IE11, as smooth scroll is turned on by default, the background jumps around a lot and looks terrible. I have tried the workaround suggested by Hanoncs. However, this only fixed the issue when the mousewheel is in use. If I use my touchscreen to scroll, or my trackpad or the up/down arrow keys the background jumps around and is very jerky again.

I have replied to a post on stackoverflow by Jonathon Samson http://stackoverflow.com/questions/23724419/background-attachmentfixed-internet-explorer-11-odd-up-down-jiggle , who seems to think this bug has been fixed. However, it has not.

I am using Windows 8.1 and IE11 with the latest updates installed on an Acer Aspire S7-392 touchscreen laptop, I'm happy to provide a screen recording if it helps to fix this issue.
