IE Developer tool bar doesn't work

I have downloaded the IE developer tool bar and it does not work. When I click on select element by click and try to select and item on the page it doesn't do anything. All the tool bar options are disabled.

I have downloaded the same software in the past and it works fine on my VPC.

Please help .. how can I make this work
